1.***（招標(biāo)代理機(jī)構(gòu)）***（招標(biāo)人）委托，以國(guó)際招標(biāo)方式邀請(qǐng)潛在投標(biāo)人就下列貨物和有關(guān)服務(wù)提交密封投標(biāo)：

（1）通過(guò)本次招標(biāo)，將按投標(biāo)人的評(píng)標(biāo)綜合得分排名選取1家投標(biāo)人作為本項(xiàng)目中標(biāo)人，簽訂采購(gòu)框架協(xié)議。確定中標(biāo)人后，招標(biāo)人將授予其《中標(biāo)通知書(shū)》，并與其簽署框架協(xié)議；采購(gòu)框架協(xié)議有效期為自雙方簽署之日起1年內(nèi)有效。

（2）投標(biāo)人應(yīng)按照招標(biāo)文件***，充分考慮項(xiàng)目現(xiàn)場(chǎng)所在地地理位置***，對(duì)招標(biāo)人擬采購(gòu)的標(biāo)的物進(jìn)行綜合單價(jià)***格包括但不限于生產(chǎn)、包裝、運(yùn)輸、稅金等費(fèi)用。

（3）招標(biāo)人對(duì)簽署的《框架協(xié)議》內(nèi)中標(biāo)人的實(shí)際采購(gòu)量不作任何保證，每一批次采購(gòu)的具體數(shù)量及交貨時(shí)間以招標(biāo)人向中標(biāo)人另行下達(dá)的書(shū)面《采購(gòu)訂單》為準(zhǔn)，中標(biāo)人不得因?qū)嶋H采購(gòu)數(shù)量的調(diào)整而向招標(biāo)人提出索賠。

（4）招標(biāo)人根據(jù)實(shí)際需求向中標(biāo)人發(fā)出《采購(gòu)訂單》的實(shí)際采購(gòu)量將參考其實(shí)際交貨及時(shí)性、貨物及相關(guān)服務(wù)質(zhì)量等情況。

（5）適用范圍：中化能源泉州石化26萬(wàn)噸/年丙烯腈項(xiàng)目所需物資的采購(gòu)。

（6）交貨期要求：訂單下達(dá)后4個(gè)月，具體時(shí)間以招標(biāo)人書(shū)面通知為準(zhǔn)。

（7）交貨地點(diǎn)：***廠區(qū)內(nèi)，具體以招標(biāo)人指定地點(diǎn)***。

1)投標(biāo)人具有有效的營(yíng)業(yè)執(zhí)照（國(guó)內(nèi)投標(biāo)人）/企業(yè)經(jīng)營(yíng)許可證明文件（國(guó)外投標(biāo)人）。

2)投標(biāo)人應(yīng)當(dāng)提供在開(kāi)標(biāo)日前3個(gè)月內(nèi)由其開(kāi)立基本賬戶(hù)的銀行開(kāi)具的銀行資信證明的原件或復(fù)印件。

4)信譽(yù)要求：

①2020年1月1日至今，境內(nèi)投標(biāo)人在國(guó)家企業(yè)信用信息公示系統(tǒng)中未被列入嚴(yán)重違法失信企業(yè)名單或列入經(jīng)營(yíng)異常名錄信息，在“信用中國(guó)”網(wǎng)站（www***）或各級(jí)信用信息共享平臺(tái)中未列入失信被執(zhí)行人名單。

證明材料：投標(biāo)人需提供“信用中國(guó)”（www***）和“國(guó)家企業(yè)信用信息公示平臺(tái)”（http***.cn），截圖加蓋投標(biāo)人公章并附在投標(biāo)文件中。

②2020年1月1日至今，境外投標(biāo)人在中國(guó)境內(nèi)近三年沒(méi)有不良業(yè)績(jī)記錄或嚴(yán)重質(zhì)量問(wèn)題，否則其投標(biāo)也將被否決。

③投標(biāo)人未被列入中國(guó)中化黑名單庫(kù)（名單以投標(biāo)截止時(shí)間***）；

5)投標(biāo)人必須是制造商或制造商直接授權(quán)的代理商；如為代理商，需提供制造商出具針對(duì)本項(xiàng)目的授權(quán)函原件或復(fù)印件加蓋投標(biāo)人公章并裝訂在投標(biāo)文件中，否則其投標(biāo)文件視為無(wú)效。

6)業(yè)績(jī)要求：

自2015年1月1日起至2022年12月31日止（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)產(chǎn)品（濃度計(jì)或密度計(jì)）至少有2項(xiàng)新建或擴(kuò)建（不含技改技措）丙烯腈項(xiàng)目的良好運(yùn)行業(yè)績(jī)，且每項(xiàng)業(yè)績(jī)合同數(shù)量不少于3套，投標(biāo)產(chǎn)品的系列型號(hào)及產(chǎn)地須與業(yè)績(jī)中產(chǎn)品系列、型號(hào)及產(chǎn)地一致。

證明材料：投標(biāo)人須提供相應(yīng)業(yè)績(jī)合同關(guān)鍵頁(yè)復(fù)印件加蓋投標(biāo)人公章并裝訂在投標(biāo)文件中，業(yè)績(jī)合同須包含合同封面、合同簽章頁(yè)、供貨范圍、建設(shè)地點(diǎn)、最終用戶(hù)、裝置類(lèi)型、規(guī)模等，如合同無(wú)法體現(xiàn)相應(yīng)信息，則須提供合同的其他輔助證明文件（包括不限于技術(shù)協(xié)議、設(shè)計(jì)請(qǐng)購(gòu)文件、用戶(hù)證明等）。上述資料如不提供、或有虛假信息，其業(yè)績(jī)將不被認(rèn)可。

1.Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(1) Through this tender, the first ranked bidder will be selected as the successful bidder for this project according to the overall score ranking of the bidders and a procurement framework agreement will be signed. After the winner is confirmed, the bidder will be awarded the "Notice of Award" and sign the framework agreement ; the procurement framework agreement is valid for 1 year from the date of signature and seal of both parties.
(2) The bidder shall, in accordance with the requirements of the bidding documents and with full consideration of the geographical location of the project site and the actual situation of the project implementation, make a total unit price offer for the subject goods to be procured by the bidder, the price of which includes but is not limited to production, packaging, transportation, taxes and other costs.
(3) The bidder does not guarantee the actual procurement quantity of the successful bidder within the signed Framework Agreement, and the specific quantity and delivery time of each batch of procurement shall be subject to the written Purchase Order separately issued by the bidder to the successful bidder, and the successful bidder shall not make any claim to the bidder due to the adjustment of the actual procurement quantity.
(4) The actual procurement quantity of the Purchase Order issued to the successful bidder by the tenderee according to the actual demand will refer to its actual delivery timeliness, quality of goods and related services, etc.

(5)Scope of application: Procurement of materials required for Sinochem Energy Quanzhou Petrochemical 260KMTA Acrylonitrile Project.

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http***dding.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www***) or credit information sharing platform at all levels. 6) Performance requirements：

Since January 1, 2015 to December 31, 2022 (subject to the contract signing time), the bidding product (concentration meter or density meter) has at least 2 new or expanded (excluding technical reform and technological initiatives) acrylonitrile projects with good operation performance, and the number of contracts for each performance is not less than 3 sets, and the series, model and place of origin of the bidding product shall be the same as that of the performance of the product series, model and place of origin.

Proof material: the bidder shall provide a copy of the key pages of the corresponding performance contract with the official seal of the bidder and bound in the bidding documents, the performance contract shall contain the contract cover, contract signature page, scope of supply, construction location, end-users, device type, scale, etc., such as the contract can not reflect the corresponding information, then the contract shall provide the contract of the other auxiliary supporting documents (including, but not limited to, the technical agreement, the design of the requisition documents, the user). (including technical agreements, design requisition documents, user certificates, etc.). 7)The Joint Venture bidding shall not be accepted in this bidding project.
