4)信譽要求：

①2020年1月1日至今，境內(nèi)投標人在國家企業(yè)信用信息公示系統(tǒng)中未被列入嚴重違法失信企業(yè)名單或列入經(jīng)營異常名錄信息，在“信用中國”網(wǎng)站（www***）或各級信用信息共享平臺中未列入失信被執(zhí)行人名單。

②2020年1月1日至今，境外投標人在中國境內(nèi)近三年沒有不良業(yè)績記錄或嚴重質(zhì)量問題，否則其投標也將被否決。

5)投標人必須是制造商或制造商直接授權(quán)的代理商；如為代理商，需提供制造商出具的針對本項目的授權(quán)函原件或復印件加蓋投標人公章并裝訂在投標文件中，否則其投標文件將被否決。

6)業(yè)績要求：

自2012年1月1日起至2022年12月31日止（以合同簽訂時間為準），投標產(chǎn)品（測量介質(zhì)為火炬氣的超聲波流量計）在中國境內(nèi)至少有3項新建（不含技改技措及擴建）煉油項目或乙烯項目或丙烯腈項目的良好應用業(yè)績。投標產(chǎn)品的系列型號與產(chǎn)地須與業(yè)績中產(chǎn)品系列型號與產(chǎn)地一致。

證明材料：投標人須提供相應業(yè)績合同關(guān)鍵頁復印件加蓋投標人公章并裝訂在投標文件中，業(yè)績合同須包含合同封面、合同簽章頁、供貨范圍、建設地點、最終用戶、裝置類型、規(guī)模等，如合同無法體現(xiàn)相應信息，則須提供合同的其他輔助證明文件（包括不限于技術(shù)協(xié)議、設計請購文件、用戶證明等）。上述資料如不提供、或有虛假信息，其業(yè)績將不被認可。

7)本項目不接受聯(lián)合體投標。

4.1報名須知：

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or a copy of the bank credit certificate issued by the basic account bank within 3 months before the bid opening date.

3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http***dding.com) before bidding.

4) Credibility requirements:

6) Performance requirements:

From January 1, 2012 to December 31, 2022 (subject to the contract signing time), the bidding product (ultrasonic flowmeter measuring medium for flare gas) has at least three new (excluding technological innovation and expansion) refining projects or ethylene projects or acrylonitrile projects in China with good application performance. The series model and origin of the bidding product must be consistent with the performance of the product series model and origin.

Proof material: the bidder shall provide a copy of the key pages of the corresponding performance contract stamped with the official seal of the bidder and bound in the bidding documents, the performance contract shall contain the contract cover, contract signature page, the scope of supply, construction location, end-users, device type, size, etc., such as the contract can not reflect the corresponding information, then the contract shall provide the contract of the other auxiliary supporting documents (including, but not limited to, the technical agreement, the design of the requisition documents, the user). 4.1 Registration instructions (important):

(1) Online registration and downloading bidding documents: Login to Sinochem Business Electronic Bidding Platform (e.sinochemitc.com), potential bidders need to register online first (free of charge), pay the platform use and technical support fee through online, and after successful payment, you can download the bidding documents and VAT electronic ordinary invoice.
