 1.***（以下稱為“招標(biāo)代理機(jī)構(gòu)”）***（以下稱為“招標(biāo)人”）委托，就大榭石化煉化一體化項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Refining and Chemical Integration Project of CNOOC Ningbo Daxie Petrochemical LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule: 

境內(nèi)貨物：合同簽訂后42周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）

For goods within the PRC customs territory：within 42 weeks after signing the contract (arrival date to the jobsite)

境外貨物: 合同簽訂后40周（提單發(fā)貨時(shí)間）

For goods outside the PRC customs territory: within 420weeks after signing the contract (departure date on the Bill of Lading)

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

 投標(biāo)人應(yīng)為投標(biāo)所報(bào)貨物的制造商或者是授權(quán)代理商，代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)（見(jiàn)第一冊(cè)格式IV-9-4）。

The bidder shall be the manufacturer or authorized agent of the bidded goods.The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).

投標(biāo)人所投產(chǎn)品的制造商須同時(shí)具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書(shū)、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書(shū)、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書(shū)，并可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http***.cn/)核實(shí)。如果有國(guó)家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。

The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, and can be verified on the Certification and Accreditation Administration of China Website 

(http***.cn/). If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.

 （2）業(yè)績(jī)要求：

 Requirement for Bidder’s reference:
******月***日至投標(biāo)截止日（合同簽署時(shí)間），投標(biāo)人所投產(chǎn)品應(yīng)具有應(yīng)用于國(guó)內(nèi)石油化工項(xiàng)目不低于10MPa加氫裝置***道球閥銷售合同業(yè)績(jī)，單個(gè)合同***道球閥數(shù)量不少于15臺(tái)，且合同中包含不少于2臺(tái)DN≥300mm、公稱壓力≥1500LB***道球閥。

From January 1, 2012 to the bid deadline date (contract signing time), the bidder"s submitted products shall have the sales contract performance of track ball valves applied to domestic petrochemical projects with no less than 10MPa hydrogenation units, and the number of track ball valves in a single contract shall be no less than 15 sets. In addition, the contract shall include at least two sets of track ball valves with DN≥300mm and nominal pressure ≥1500LB.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字頁(yè)、合同簽署時(shí)間、項(xiàng)目名稱（石化化工項(xiàng)目）、裝置名稱（不低于10MPa加氫裝置）、貨物名稱（軌道球閥）、供貨數(shù)量、尺寸和公稱壓力，并提供貨物驗(yàn)收證明。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。

The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. The performance certification documents shall include but not limited to: copies of the sales contract (including relevant technical attachments), showing at least the following contents: the first page of the contract, the signature page, the signing time of the contract, the name of the project (petrochemical and chemical engineering project), the name of the device (no less than 10MPa hydrogenation device), the name of the goods (track ball valve), the supply quantity, size and nominal pressure, and the acceptance certificate of the goods. Failure to submit performance proof documents, or the provided performance proof documents do not reflect the above information, shall be deemed as invalid performance.
