1. ***（以下稱為“招標代理機構(gòu)”）***（以下稱為“招標人”）委托，就恩平油田群開發(fā)項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ENPING 15-1 Oil Fields Development Projectby International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

specification：the design water depth for Grout Packers, Pile Grippers, Diaphragms & Flanges and Grouting System isup to 102 meters.

交貨期Delivery Schedule:

境內(nèi)貨物：合同簽訂后17周（到項目現(xiàn)場）。

For goods within the PRC customs territory:17weeksaftersigning thecontract.（delivertotheworksite)

境外貨物:合同簽訂后14周（到裝運港）。

For goods outside the PRC customs territory: 14weeksaftersigning thecontract.(delivertothedepartureport)

交貨地點Destination of delivery：

2. 對投標人的資格要求：

（1）資格要求

Requirements for Qulification ofBidder

投標人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標人是代理商，則須提供制造商有效授權(quán)書。

The bidder shall be the manufactureror agent of bid goods.Ifthe bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.

（2）業(yè)績要求：

投標人所投產(chǎn)品制造商在2015年***月***日至2020年***月***日之間具有簽訂合同的海上導管架項目（注水和放空系統(tǒng)的實際使用水深大于等于90米）的銷售業(yè)績。投標人須按規(guī)定格式提交業(yè)績表，并提交相應(yīng)證明材料，證明材料包括銷售合同（含相關(guān)技術(shù)附件）的復印件，證明材料至少須證明合同簽署時間、項目名稱（海上導管架項目）、貨物名稱、注水和放空系統(tǒng)的實際使用水深。所提供的證明材料無法驗證合同簽署時間、項目名稱（海上導管架項目）、貨物名稱、注水和放空系統(tǒng)的實際使用水深，均視為無效業(yè)績。

The manufacturer of the goods shall havesale record(s) of Flooding and Venting System for the offshore jacket project from 2015 to 2020(the applied water depth for hydraulic driven flooding and venting system shall not be less than 90meters).The bidder must submit the performance form in the prescribed format and submit corresponding certification materials. The certification materials include a copy of the sales contract (including related technical attachments) . The certification materials must at least prove the contract signing time, the project name, the name of the goods, appliedwater depth. The certification materials provided cannot verify the contract signing time, project name, and appliedwater depth, which are all considered invalid performance.

3. 有興趣的投標人可通過以下方式獲取招標文件：從2021年***月***日開始至2021年***月***日止，***采辦業(yè)務(wù)管理與交易系統(tǒng)（http***om.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件*****元人民幣***元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (http***om.cn) on the page of Invitation for bid for purchasing Bidding Document from Sept.6, 2021toSept.13,2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投標文件遞交截止時間***：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金，并于2021年9月29日上午9:30（北京時間）前遞交至***市***區(qū)東直門***街6號海油大***樓會議室。在此時間后收到的投標文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Sept.29, 2021. Any bid beyond the required time and date shall be subject for rejection.
