***受招標人委托對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標，于2024-11-28在中國國際招標網(wǎng)公告。本次招標采用電子招標方式，現(xiàn)邀請合格投標人參加投標。 1、招標條件項目概況:為生產(chǎn)需要，***丙烯酸裝置采購一批氧化催化劑。資金到位或資金來源落實情況:自籌資金，資金來源已落實。項目已具備招標條件的說明:已具備。 2、招標內(nèi)容招標項目編號***氧化催化劑國際競爭性公開招標項目項目實施地點:中國***市招標產(chǎn)品列表(主要設(shè)備): 序號產(chǎn)品名稱數(shù)量簡要技術(shù)規(guī)格備注 1 第一氧化反應(yīng)器丙烯醛催化劑滿足第八章2.1節(jié)的技術(shù)要求用量的102% 16萬噸/年丙烯酸（兩條獨立的8萬噸/年丙烯酸生產(chǎn)線），年操作時間為 7200 小時;裝置負荷的操作彈性按70%～110％設(shè)計。具體見第八章技術(shù)規(guī)格。 2 第二氧化反應(yīng)器丙烯酸催化劑滿足第八章2.1節(jié)的技術(shù)要求用量的102% 16萬噸/年丙烯酸（兩條獨立的8萬噸/年丙烯酸生產(chǎn)線），年操作時間為 7200 小時;裝置負荷的操作彈性按70%～110％設(shè)計。具體見第八章技術(shù)規(guī)格。 3、投標人資格要求投標人應(yīng)具備的資格或業(yè)績:（1）投標人是響應(yīng)招標、已在招標機構(gòu)******。任何未在招標機構(gòu)******。 The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid. （2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家***區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標。 This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”). （3）與招標人存在利害關(guān)系可能影響招標公正性的法人不得參加投標。 Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid. （4）接受委托參與項目前期咨詢和招標文件***，也不得為該項目的投標人編制投標文件或者提供咨詢。 Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder. （5）單位***、管理關(guān)系的不同單位，不得參加同一招標項目包投標。 Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. （6）只有在法律上和財務(wù)上獨立、合法運作并獨立于招標人和招標機構(gòu)***。 The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent. （7）投標人應(yīng)當于招標文件***（網(wǎng)址：http***ding.com）成功注冊。否則，投標人將不能進入招標程序，由此產(chǎn)生的后果由其自行承擔。 Bidders should successfully complete the registration on http***ding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders. （8）投標人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)（“制造商資格聲明”見招標文件***IV-9-2）。 The bidder shall be a manufacturing enterprise that produces the goods，Bidding by agents is not accepted. Manufacturer’s Qualification Statement shall be provided (the format is as per Section 4 Form IV-9-2,ITB Volume One). （9）中國境內(nèi)投標人須提供的營業(yè)執(zhí)照副本復(fù)印件；***須提供注冊證明文件復(fù)印件。 Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. （10）投標人具有良好的銀行資信，企業(yè)財務(wù)狀況良好，具備履約能力，無不良經(jīng)營行為。投標人須提供投標人開立基本賬戶的銀行開標前3個月內(nèi)所開具的有效期內(nèi)的銀行資信證明和經(jīng)會計師事務(wù)所審計的2021/2022/***財務(wù)審計報告復(fù)印件。投標人為中華人民共和國以內(nèi)企業(yè)的（不含港澳***區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳***區(qū)，下同）只需被授權(quán)人簽字。 The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the copy of Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2021, 2022 and 2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). （11）投標人自***至今所投氧化催化劑在中國范圍內(nèi)年產(chǎn)8萬噸及以上丙烯酸裝置上至少有1個有效業(yè)績。 (業(yè)績清單格式見第六章附表2)。有效業(yè)績的確認條件須滿足以下條件： 1.加蓋投標人公章（如為國外投標人只需被授權(quán)人簽字）的合同復(fù)印件, 須體現(xiàn)合同蓋章頁、采購數(shù)量等信息。 2.多個合同的最終用戶為同一企業(yè)法人的視為一個有效業(yè)績，且所投催化劑須在該丙烯酸裝置穩(wěn)定滿負荷運行一年以上； Bidder must have at least one(1) valid and effective experience on Oxidizing Catalyst with same model as this bidding supplied to 80KT/A AA device in China since January 1, 2013. (the Format of Relevant Experiences List is as per the Attachment 2 of Section Six).
