Qualification Requirements for Suppliers (a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實政府采購政策需滿足的資格要求：1）強制采購節(jié)能產品政策：強制采購在國家公布的節(jié)能清單中以“★”標注的品目。 2）鼓勵節(jié)能政策：在技術、服務等指標同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產品。 3）鼓勵環(huán)保政策：在性能、技術、服務等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產品清單中的產品。 4）扶持中小企業(yè)、促進殘疾人就業(yè)政策：評審時小型和微型企業(yè)產品享受10%的價***獄企業(yè)、殘疾人福利性單位***、微型企業(yè)。 5）購買國貨政策：本項目不接受進口產品。 (b)Qualification requirements to be met to implement government procurement policies:1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policies: Under the same conditions of technology, service and other indicators, priority should be given to purchasing products that belong to the energy-saving list announced by the state. 3) Encourage environmental protection policies: prioritize the procurement of products listed in the national environmental protection product list under equal performance, technology, service and other indicators. 4) Supporting small and medium-sized enterprises and promoting employment policies for people with disabilities: Small and micro enterprise products are eligible for a 10% price discount during the evaluation process. Prison enterprises and welfare units for people with disabilities are considered as small and micro enterprises. 5) Purchase policy for domestic products: This project does not accept imported (c)本項目的特定資格要求：（1）本項目面向中小微企業(yè)（含中型、小型、微型企業(yè)）采購；（2）具有獨立企業(yè)法人資格，持有效期內的營業(yè)執(zhí)照和安全生產許可證；（3）具有建筑工程施工總承包三級及以上資質；（4）項目負責人應具有建筑工程專業(yè)注冊建造師二級及以上資質；（5）本項目不接受組成聯(lián)合體投標。（6）未被列入失信被執(zhí)行人、重大稅收違法案件當事人、政府采購嚴重違法失信行為記錄名單的供應商。（以在“信用中國”網站（www***）和中國政府采購網（www***）查詢的投標截止當天前三年內的信用記錄為準）。 (c)Specific qualification requirements for this program:(1) This project is aimed at procurement for small and medium-sized enterprises (including medium, small, and micro enterprises); (2) Having independent corporate legal personality, holding valid business license and safety production license; (3) Having a third level or higher qualification for general contracting of construction projects; (4) The project leader should have a second level or higher qualification as a registered constructor in the field of construction engineering; (5) This project does not accept consortium bidding. (6) Suppliers who have not been included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement. (Credit records within the three years prior to the bidding deadline, as queried on the "Credit China" website (www*** gov.cn) and the China Government Procurement Network (www*** gov.cn), shall prevail.).
