The tenderer and the owner are Xinjiang Shandong Energy Chemical Co., Ltd.項(xiàng)目名稱：***80萬噸/年煤制烯烴項(xiàng)目聚丙烯裝置技術(shù)來源及工藝包Project name: Technical source and process package of polypropylene plant of 800,000 tons / yearcoal-to-olefin project of Xinjiang Shandong Energy Chemical Co., LTD.2．投標(biāo)人資格和業(yè)績要求 Qualification and Achievement requirements for the bidder(1)投標(biāo)人應(yīng)來自中華人民共和國或與中華人民共和國有正常貿(mào)易往來的國家***區(qū)，具備承擔(dān)招標(biāo)項(xiàng)目的能力，包括相應(yīng)的專業(yè)、技術(shù)資格和能力，擁有足夠的資金、設(shè)備和其他物質(zhì)設(shè)施，以及良好的管理能力和經(jīng)驗(yàn)。 The bidder shall be from the People"s Republic of China or a country or region with normal tradewith the People"s Republic of China, and have the ability to undertake the bidding project,including the corresponding professional and technical qualifications and capabilities, withsufficient funds, equipment and other material facilities, as well as good management ability andexperience. (2)投標(biāo)人提供的工藝技術(shù)必須是最新的、先進(jìn)的、成熟的、商業(yè)化的技術(shù)，具有低能耗、低成本、高產(chǎn)品質(zhì)量的特點(diǎn)。同時(shí)須提供該工藝技術(shù)的應(yīng)用業(yè)績。 ***的《石油化工裝置工藝設(shè)計(jì)包(成套技術(shù)工藝包)內(nèi)容規(guī)定》(SPMP-STD-EM2001)要求，并滿足基礎(chǔ)設(shè)計(jì)/詳細(xì)設(shè)計(jì)要求。 The process technology provided by the bidder must be the latest, advanced, mature andcommercial technology, with the characteristics of low energy consumption, low cost and highproduct quality. At the same time, the application performance of the process technology must beprovided. The content and depth of the process package meet the requirements of process DesignPackage (Complete Technology Package) (SPMP-STD-EM2001), and meet the requirements ofbasic design / detailed design.(3)投標(biāo)人必須是自主合法聚丙烯技術(shù)專利擁有者。 The bidder must be the owner of the independent and legal polypropylene technology patent.(4)投標(biāo)人提供的投標(biāo)產(chǎn)品擁有完全自主知識產(chǎn)權(quán)，因任何第三方提出侵犯其專利權(quán)、商標(biāo)權(quán)或工業(yè)設(shè)計(jì)權(quán)的責(zé)任由投標(biāo)人承擔(dān)，由此給招標(biāo)人造成的一切損失和產(chǎn)生的費(fèi)用由投標(biāo)人承擔(dān)； The bidding products provided by the bidder have fully independent intellectual property rights,and the bidder shall bear the responsibility for infringement of the patent, trademark or industrialdesign rights proposed by any third party, and all losses and expenses incurred thereby to thetenderer shall be borne by the bidder。 (5)投標(biāo)人具有已投入正常運(yùn)行的聚丙烯裝置專有技術(shù)許可、工藝包設(shè)計(jì)和技術(shù)服務(wù)及相關(guān)專利專有設(shè)備供貨業(yè)績；投標(biāo)人須提供所要求的該工藝的用戶清單，用戶信息須包括國家、單位、聯(lián)系人、聯(lián)系電話、案例說明和產(chǎn)能，及合同復(fù)印件等相關(guān)證明； The Bidder shall have the proprietary technology license, process package design and technicalservice and related patent proprietary equipment supplied in normal operation. The Bidder shallprovide the required user list of the process, and the user information shall include the country,unit, contact person, contact number, case description, production capacity and contract copy.(6)投標(biāo)人須提供各種(合格有效的)資質(zhì)證書的復(fù)印件：如營業(yè)執(zhí)照、經(jīng)營許可證、企業(yè)注冊證明(境外投標(biāo)方)等；代理商投標(biāo)須提供制造商針對本次投標(biāo)產(chǎn)品的授權(quán)書(原件)。 The bidder shall provide copies of various (qualified and valid) qualification certificates, such asbusiness license, business license, enterprise registration certificate (overseas bidder), etc.； theagent shall provide the authorization letter (the original) for the bid.(7)近三年生產(chǎn)經(jīng)營活動(dòng)中未發(fā)生嚴(yán)重違約、騙取中標(biāo)或重大質(zhì)量問題； No severe breach of contract, bid winning with fraud action, or major quality issue in the recent 3years. (8)法律、行政法規(guī)規(guī)定的其他條件。 Other conditions required by law or regulations.(9)投標(biāo)人開戶銀行在開標(biāo)日前三個(gè)月內(nèi)開具的資信證明的原件或該原件的復(fù)印件(由投標(biāo)人代表簽字或蓋章)。 The Bidder shall provide the bank reference letter issued within three months prior to the date ofbid opening in original or its copy (The signature or sealing by the respective of bidders isneeded).
